Some Notre Dame smarties say they've found a way for Louisiana to save billions on levee construction, but locals aren't exactly agreeing. Lowering the levees on parts of the Mississippi River could prevent storm surge and protect New Orleans. It could also flood our southern neighbor, Plaquemines Parish. "We don't sacrifice one community for another here in Louisiana," the parish prez said. [WWL]
