An amendment that would allow the city to sell abandoned and blighted Lower 9th Ward properties to private buyers in the neighborhood for less than fair market value got the a-okay from the House of Representatives. As it stands, if the city sells a property for less than fair market value it's considered a donation. Rep. Wesley Bishop said around 600 lots "have not moved" since Hurricane Katrina and called it "an extraordinary problem that calls for an extraordinary solution." [Advocate; previously]
